Is a VLF withstand test the same as a PD test?
No. A withstand test and a PD measurement answer different questions. The test plan should state whether it requires withstand testing, PD measurement, Tan Delta assessment or a combination.
What should the report address?
Agree the reporting requirements in the proposal: asset identification, test arrangement, relevant conditions, observations, interpretation, limitations and recommended follow-up.
